Laos-born Cancer Survivor Charlie Saephan Reveals Himself as $1.3B Powerball Winner in Oregon

Charlie Saephan, a Laos-born immigrant and cancer survivor for eight years, has revealed himself as the winner of the $1.3bn Powerball jackpot from Oregon. During a news conference, he announced that he would be splitting the prize with a friend who contributed to buying lottery tickets. After taxes, they will receive a lump sum payment worth $422m. “I am grateful for the lottery and how I have been blessed,” Saephan said at the event. “My life has changed now that I can provide for my family and hire a good doctor.” When his friend Laiza Chao, bought tickets with him she joked about becoming billionaires but didn’t believe it would come true until after the drawing in April this year. The winning ticket was sold at a convenience store in Portland. Under Oregon law winners cannot remain anonymous for long periods of time and have one year to claim prizes above $1,00 (£763). A recent study found that you’re more likely to be struck by lightning than win the lottery. The jackpot has a cash value worth around £458m before taxes if chosen as an annuity over 29 years or a lump sum of $621m (£473m) prior to taxation, which is subjected to federal and state taxes in Oregon. This prize was the fourth largest Powerball jackpot ever won, with California’s $2bn win being the biggest lottery payout recorded so far.
